Keep eligibility and fit separate
A business may be eligible for a set-aside and still be a poor fit for the work, timeline, location, or contract size. Make two distinct decisions: can we pursue this opportunity, and should we pursue it?
Pair it with deadline discipline
Eligibility is useful only if your team can act in time. Once an opportunity passes your initial fit check, put the response deadline and next research step in the same working view.
